Return and public subsidies
In order to promote renewable energy, the public authorities have set up different types of financial incentives. Some of these subsidies will not be extended indefinitely and have already started to decrease. Therefore the investors of today will benefit from more advantageous subsidies than those of tomorrow. Currently you can benefit from the following advantages depending on the region where you live:

⇒ In the Walloon Region
Green certificates:
When you produce green electricity, the Walloon region will grant you green certificates, a form of financial provision aiming at promoting renewable energy. These can then be resold to electricity suppliers such as Electrabel, Nuon, etc. The granting of the certificates is guaranteed for 15 years by the public authorities. As for the minimum repurchase price, it is guaranteed by Elia at 65 euro. In practice, the average prices since 2004 have been between 80 and 90 euro.
How many green certificates (G.C.s) do you have a right to?
This depends on your total installed power:

For an installation whose total power is less than 5kWc (peak kilowatt): you have a right to 7 G.C.s/MWh produced 0.45€/kWh minimum and 0.59€/kWh on average (if G.C.=85€) (si C.V=85€)

For an installation whose total power is between 5kWc and 10kWc: you have the right to 5 G.C.s/MWh produced 0.32€/kWh minimum and 0.42€/kWh on average (if G.C.=85€)

For an installation whose total power is between - 10kWc and 250kWc:
Under certain conditions: you have a right to 4 G.C.s/MWh produced 0.26€/kWh minimum and 0.34€/kWh on average (if G.C.=85€)
Excluding conditions: you have a right to 1 G.C./MWh produced 0.065€/kWh minimum and 0.085€/kWh on average (if G.C.=85€)
A photovoltaic project is tempting to you, but you do not have all the financial resources necessary. In this case receive an advance of 40 GCs maximum depending on the power of your future installation (that is, an amount of 3400€ if the re-sale of the GC = 85€).

Tax reduction

A reduction of the federal tax of 40% of the amount of the expenditures invoiced including VAT is granted by the Ministry of Finances with a ceiling of 3600€ per tax year. Insofar as residences occupied for at least five years is concerned, and if the amount of the 40% tax reduction exceeds the ceiling of 3600€ for the year 2009, this surplus can be brought forward over the following three tax periods without exceeding the previously cited limit amount per tax period. -
Since the commune tax is calculated based on the federal taxes that you pay, the tax reduction of 3600€ can decrease your commune tax. In the end, the total decrease in tax could amount to 3600€ + commune tax (example: 8.5%), or 3906€. Because the tax credit can be brought forward over the three following financial years, the maximum tax reduction could reach 3906€ x 4 = 15,624€ (if the commune tax is 8.5%)

The Green Loan
The green loan is a subsidy granted by the Ministry of Finance whose objective is to help you finance your photovoltaic installation. It provides for:
A reduction of 1.5% on the rate of interest of your loan made with your banking institution.
A tax reduction of 40% on the interest paid by the borrower, after deduction of the interest reduction or relief.
Therefore your project remains completely feasible even if you do not have all the financial resources.

Meter that turns backward
When you become an electricity producer, in fact you benefit from a double financial advantage. You will be remunerated for your production by the green certificates mechanism, but above all you will no longer pay for the electricity that you would have had to buy from your usual supplier. Therefore this concerns a direct savings of 0.17€ to 0.25€ for each kWh produced depending on your distributor. However, the following limits must be respected:

The installation must have less than 10 kW of power -
If your production exceeds your consumption, the surplus of kWh is not entered in the accounts -
In the case of day-night meters, the compensation is applied according to the time of day

Within the framework of an installation of photovoltaic panels for a residence occupied for more than five years, you benefit from a VAT rate reduced to 6%.

⇒ In the Brussels Region
Green Certificates
When you produce green electricity, the Brussels Region grants you green certificates, a form of financial provision aimed at promoting renewable energy. These can then be resold either to Elia, or to other electricity suppliers such as Electrabel, Nuon, etc. The public authorities are guaranteeing the granting of the green certificates for the ten years following commission, while the minimum price of their repurchase is guaranteed by Elia at 21€. However, the prices can be significantly higher if you go to a traditional electricity supplier (Electrabel or other). In practice, the average prices since 2004 have been between 90€ and 95€ per green certificate (92€/GC according to IBGE)
How many green certificates (G.C.) do you have a right to?
This depends on the total area of photovoltaic panels installed:

7.27 GCs/MWh for the first 20 m² 0.15€/kWh minimum and 0.66€/kWh on average (if G.C.=90€) -
5.45 GCs/MWh for the next 40 m² 0.11€/kWh minimum and 0.49€/kWh on average (if G.C.= 90€) -
3.63 GCs/MWh for the remaining area (> 60m²) 0.07€/kWh minimum and 0.33€/kWh on average (if G.C.= 90€)

2010 Subsidy
Currently, under certain conditions, you benefit from a subsidy of 1€/Wc with a ceiling of 30% of the bill (VAT included) for an installation on a new passive building (≤ 15 kWh/m2/year) or on a low-energy renovated building (≤ 60kWh/m2/year). In addition the mandatory replacement of your current meter with a bi-directional electronic meter will be 100% reimbursed automatically.

Your old meter will have to be replaced by a bi-directional meter, but you will be fully reimbursed for it.
⇒ In the Flemish Region
The Green Certificates (GCs)
When you produce green electricity, the VREG, the Flemish regulator of the energy markets, will grant you a green certificate for each MWh produced. This can then be resold to the electricity suppliers, such as Electrabel, Nuon, etc. The repurchase price of your G.C.s amounts to 350 euro and is guaranteed by the Flemish Region for 20 years. This therefore corresponds to revenue of 0.35€ per kWh produced. Knowing that an average household consumes around 3500kWh per year and that an average installation in Belgium produces that much of it, it remains only for you to make the calculation: 3500 x 0.35 = 1225€ of revenue per year, without counting the money savings for the electricity that you no longer have to buy.
